This is a vintage P-9 fishing tackle box from UMCO Corporation that belonged to my grandfather who used it most likely in the 60's an 70's. It's made of aluminum and opens from the top and bottom as shown in the 2nd photo. Both latches work fine. You might want to use a cleaner that works on aluminum. But it's in good shape for its age.
